  
The flag became the official flag of Mississippi on February 7, 1894, and replaced the Magnolia flag adopted in 1861. The specifications: "width two-thirds of its length; with the union square, in width two-thirds of the width of the flag; the ground of the union to be red and a broad blue saltier thereon, bordered with white and emblazoned with thirteen (13) mullets or five-pointed stars, corresponding with the number of the original States of the Union; the field to be divided into three bars of equal width, the upper one blue, the center one white, and the lower one extending the whole length of the flag, The wording used is interesting, in that the Confederate Battle Flag is referred to as the "union square." The thirteen white stars on the cross(saltire) are "...corresponding with the number of the original States of the Union;" rather than the thirteen states of the Confederate States of America. The field of the Mississippi flag consists of the same three bars of the the first Confederate flag, the Stars and Bars, but the top stripe is blue. These three bars represent the "...national colors." In April 2001 a vote was held on replacing the old flag with a new design, which removed the confederate battle flag and replaced it with a design with 19 small white stars. The stars were intended to represent the number of states that were already part of the Union when Mississippi joined in 1817. A large white five-pointed star in the center represented the state of Mississippi. By a vote of 2-1 the population of Mississippi decided to retain the old design.
